This appears to be the flag of the Kearsarge Association of Naval Veterans, formed in Boston in 1888 by a group of Civil War veterans who served in the Navy. It was named after the USS Kearsarge, built in Portsmouth, that was famous for its defeat of the CSS Alabama during the Civil War. |
