Richard Cutts in Washington to John Langdon in Portsmouth N.H. Writes that the "promptness & zeal" of the N.H. Republicans for the adoption of the amendment to the Constitution (sanctioning the purchase of Louisiana), athough received at the eleventh hour, excited much satisfaction. He hopes Langdon's expectations will be realized at the next session of the Legislature. Cutts says it would have been extremely gratifying if NH had passed the amendment. It would "have been the death blow of Federalism," but "nothing is lost by the postponement." Expresses very partisan anti-Federalist sympathies. Congratulates Langdon on "the final result of the New Orleans business." Talks of the candidates who might run for the vice-presidency - Levi Lincoln and John Breckinridge, though he thinks neither will get it and that there is talk of Aaron Burr seeking re-election. Also mentions the impeachment of John Pickering, the chief justice of the New Hampshire Superior Court of Judicature and a judge for the U.S. District Court for the District of New Hampshire. Pickering was charged with mental instability and intoxication on the bench and impeached by the U.S. House of Representatives on March 2, 1803 and removed from office the following year. Dated January 7, 1804. |
